Example
If goods cost NOK 1,000 and shipping is NOK 100, the customs value starts at NOK 1,100. If the tariff duty you enter is 10%, duty is NOK 110. At 25% VAT, import VAT is then calculated on the taxable base including the duty and any entered fees or taxes.
How the estimate works
For ordinary import clearance, customs duty uses the goods value plus shipping and insurance. Import VAT is calculated over the taxable base including the goods, shipping, insurance, customs duty, other entered taxes and carrier fee. For an eligible VOEC purchase below NOK 3,000 per item, Norwegian VAT is estimated at checkout and arrival charges are shown as zero.
Common questions
Does Norway charge customs duty on every product?
No. Customs duty depends on the tariff classification and origin. It commonly applies to clothing and food; enter the rate for the exact commodity code and origin from Norwegian Customs.
When can I select VOEC?
Only select VOEC if the seller is registered, the item value is below NOK 3,000, and the goods are eligible. Food, excise goods and restricted goods are not eligible. The limit is per item, not per parcel.
What exchange rate should I use?
Use the Norwegian Customs exchange rate and the clearance timing that applies to your case. This page accepts an exchange rate you enter and does not fetch current rates.
Does this include the carrier’s fee?
Enter the carrier clearance fee if the parcel is handled outside VOEC. It is separate from shipping and is an estimate because carriers set their own fees.
Scope and limits
Norway only · checked 17 October 2026 · one item per estimate. Goods value, currency conversion, customs duty, VAT and carrier fee are user inputs. The tool does not identify commodity codes, check origin preferences or trade agreements, fetch customs exchange rates, calculate excise/restrictions, or decide VOEC eligibility. Confirm the tariff code, rates, goods restrictions, tax base and final charges with Norwegian Customs and the carrier.
